[No QA] Fix pod cache logic

Details

The restore-keys wildcard matching was making it so that we would always restore a pod cache. This doesn't really work for cocoapods, because pod install will fail if the Podfile.lock is updated doesn't match the Pods/Local Podspecs – you'll need to run pod update ... in that case.

Instead, this PR establishes the following logic:

1. Remove the wildcard matching such that we will only restore the cache even if Podfile.lock hasn't changed.
2. If it's a cache hit, then skip pod install entirely. Since Podfile.lock hasn't changed, and we restored the Pods, we shouldn't need to run a pod install.
3. If it's a cache miss, then run a fresh pod install and create a new cache with the updated Podfile.lock.
