Add the 'Track Expense' option to global create, which will trigger the track flow and directly save to the self-DM
Add the 'Track Expense' option to the workspace chats, which will trigger the track flow and directly save to the selected chat

@quinthar This is the issue for the FE once we're ready for it - we haven't completed this yet
