chore: VID-GPU batch_commit now takes polynomials of different degrees #559

Description

It's highly possible that, in VID, the last encoded data polynomial is not of the maximum degree.
Now batch_commit pads the coefficient vectors for GPU data alignment.

Also update the icicle dependency for bug fix.
