[BUG_FIX] - Index Payload Map by View number

What is this task and why do we need to work on it?

We've seen bugs where many nodes aren't getting the payload for a decide event when they should. This is probably due to the fact that the payload map is ref counted by payload commitment and we get tons of empty block commitments.
