Updating the ubuntu version breaks the runners' packaged dependency install script. We are waiting to see if another update comes in to address it because while we can do it manually, it is supposed to be automatic.

This issue appears to be around the .NET version the runner is using and OpenSSL 1.x vs 3.x

Note: .NET Core 3.1 requires OpenSSL 1.x. Newer distro versions such as Ubuntu 22.04 use OpenSSL 3 and not OpenSSL 1.x. You need to use .NET 6+ if you want a newer distro that only offers OpenSSL 3.

This PR wants to update Ubuntu to 22.04. This open issue in the Runner repo echoes other solutions, which are mostly sticking with the older Ubuntu for now.
