Capacity construction subsidies not factored into changes in electricity prices #273

Robbie discovered that changes in capacity construction subsidies were not captured in "Change in Electricity Supplier Expenditures After Subsidies per Unit Electricity Produced," which is the variable that feeds into the changes in electricity prices.

We're therefore failing to capture the impact of the ITC on electricity prices, which is important to capture in the debt bill modeling some of the team is currently working on. Today we discussed putting out a hot fix for this issue, and I've edited the .mdl and .vpmx files on a new #273 branch. @robbieorvis before we actually push this out, want to take a quick look to make sure this looks good to you?
