Updates to CPU CI tests:

Abstracting CPU CI to composite file for reusability
Added workflow_dispatch trigger to run manually
Added pull_request trigger to activate on (megatron) changes in PR
Calling CI on branches older than this may fail if the tweaked docker-compose.yml file is missing
