ESMValBot cannot access Tier 3 OBS data on Levante

As noticed in #2905 the esmvalbot can't access the Tier 3 data in the bd0854 project on Levante as it is no account that can be added to the project but local to the esmvaltool vm.
This means any recipe with ERA-Interim/ERA5 or other Tier 3 data will not run through the esmvalbot.
As @remi-kazeroni said, opening the directory to others is not really open for discussion.

the Tier3 directory is not open to non-ESMValTool developers due to the long-standing license issues that were discussed at the workshop.
