Merge branch 'rgknox/lnd/fates-api.3.0.0' (PR #1835)

This change-set makes E3SM compatible with fates api release 3.0.0 (master ngeet/fates).
Notable changes are the migration of a call to a parameter read, the passing of namelist
control parameter use_fates_logging, and an updated pointer to the default fates_parameter file.
