Description of changes

Update git-fleximod to version 0.9.2

Specific notes

I do not think that I should be responsible to keep the CTSM repository up to date in this regard. The PR #2639 opened July 11th and updating git-fleximod from 0.7.8 was never merged.

Contributors other than yourself, if any:

Are answers expected to change (and if so in what way)? no

Any User Interface Changes (namelist or namelist defaults changes)? no no

Does this create a need to change or add documentation? Did you do so? no no

Testing performed, if any: none

@jedwards4b I agree at this point you shouldn't be the one to create PR's for updates to git fleximod. It really helped to have you do that before when we were doing the conversion from manage_externals. But, now it should be our responsibility. It's easy to do with a git subtree update and you have the procedure documented in the git-fleximod repository. So it's something that all of us in CTSM SE can do, and we'll take the responsibility over.

The one thing for you to do might be to mention in a CSEG meeting that subcomponents should update git fleximod to X version when there's something important that they should have. You are already doing that, but just to remind you to continue to do so -- it is helpful.
