Add Izumi version of the aux_clm unit testing

Description of changes

Because unit testing doesn't work yet on Derecho (see #2329), this PR adds a new test to aux_clm that does unit testing on Izumi.

Hmmm. @slevis-lmwg we probably haven't run the UNIT tests on izumi in a long time. So we might not have noticed that it's failing. I know it's worked in the past. It might be worth having a couple of us look at this and see if it can be fixed reasonably quickly...
