cesm2_3_beta17 is getting closer, and when it looks like it's at least known we can update to it's externals.

Right now that looks like:

cime6.0.217_httpsbranch01
ccs_config_cesm0.0.92
cmeps0.14.50
cdeps1.0.28
share1.0.18
cismwrap_2_1_97
rtm1_0_79
mosart1_0_49

At the same time we might as well update manage_externals to the latest version. It isn't strictly required for CTSM, but we could do it to help anyone who has branches or clones that use CAM where it is required.

Doing this will also fix two issues:

#2329
cases that didn't work because of ESMCI/ccs_config_cesm#130

The second one will fix six expected fails and the first one, so a total of seven...

The above externals are pretty well set, other than there will be a cime update.
