As requested in https://gccode.ssc-spc.gc.ca/ec-msc/msc-geomet/-/issues/495, this commit will serve SWOB station datasets for surface, partner and marine.

  • Loader created to add datasets indexes into ElasticSearch
  • Loader added in init.py
  • Config added for the three datasets

@RousseauLambertLP I fixed my flake8 errors.

@RousseauLambertLP in the recent commit, I've fixed the template creation by looping SETTINGS on all three SWOB station datasets and I've also included the fix for the pipeline error as requested.
