This updates OpenMPI on Chrysalis (amonth other changes unlreated to mache).
TestingI build a new spack environment on Chrysalis with these updates. I then successfully ran the ocean |

This merge updates
config_machines.xmlfromE3SM/master, which changes the version of OpenMPI on Chrysalis (among other changes unrelated tomache).This merge also updates the Spack templates for Chrysalis to use the new OpenMPI and related modules.
