Comprehensive TSConfig Support

Support as many fields in tsconfig.json files as we possibly can.

Intentionally Not Supported

  • any type-checking related options
  • outFile
  • missing rootDir and/or outDir, or having rootDir contain outDir

I'm thinking we shouldn't support project references either, but I'm not convinced of that yet.
