Our OAV #26 simulates a waveform based on omega of the smargon, however I03Smargon is required to stay on s03_utils since motors haven't been implemented in tickit.

Create a fake tickit device for monitoring when BL03S-MO-SGON-01:[X, Y, Z, OMEGA] change, and use it to input values to the OAV tickit device so that the waveform can change.
