Relax lowercase requirement for /api/v1/tag/{name}/project and /api/v1/tag/{name}/policy #3888

Description

Relaxes the lowercase requirement for /api/v1/tag/{name}/project and /api/v1/tag/{name}/policy.

Users may still have mixed-case tags in their system.
