Migrating to 0.9.0

Starting with version 0.9.0 DemocracyOS now supports full-fledged notifications.

What you should do is simple:

• Have an instance of notifier running and properly set-up (here's how to!).
• Update your config settings either as environment variables or config file.

IMPORTANT: if you don't have a notifier running, your users will not get any kind of notification emails and hence won't be able to sign-up or reset their passwords.
