Fix release workflows, integrate rust lints, shell refactors

• Fix the staging workflows to run on non tags
• Fix the release workflow
• Integrate rust lints into lint workflow and tests workflow respectively using ain-builder
• ensure_script_dir -> _setup_dir_env to better indicate what it does
