CI: Fix failing workflows

• Clean up and refactor goethlibs CI workflow into main.sh script in ethlib_tests directory
• Fix transferdomain RPC in fixture setup for ethlibs-test
• Fix failing E2E tests with missing functional tests
• Fix incorrect solc install due to using sudo privileges in CI build
