Update CI full sync to use available snapshots #1523

What kind of PR is this?:

/kind feature

What this PR does / why we need it:

Update CI full sync :

  • Generates matrix from available snapshots.
  • Get available snapshots depending on base branch
  • Remove the need for custom image and download the snapshot in default container
