What does this PR do?

Update in-toto in downloader and ddev from 0.2.3 to 0.3.0.

Motivation

Much better error messages for users and ourselves for When Things Go Wrong.

Additional Notes

@ofek should check to make sure that ddev continues to work as expected on Windows.
