What does this PR do?

Port those PRs:

• Bump protobuf version to 3.20.2 #13269
• [Release] Bumped gitlab, gitlab_runner, kube_dns and kubernetes_state versions #13270

Motivation

It needs to be included in agent 7.41

Additional Notes

kubernetes_sate is 7.4.0 on this branch so I will have to release a 7.4.1 after that
