Selects with no data

Changes proposed in this pull request:

• gray out unselectable years in selector (only for states, national doesn't have this concern)
• gray out years with no values in chart
• data updates to jobs to exclude years with no data and make county and state datasets consistent.
• made some whitespace changes in the Makefile (we can discard these if you'd like, @shawnbot )
• ran make site-data, which led to some updates within top_state_products/. I think the recent updates to the coal data hadn't been made to this data.
