Add the option to initialize the EVQE population with individuals consisting of more than one circuit layer

Preliminary results have shown that initializing individuals with only one circuit layer might for some problem instances of the JSSP not be enough to escape local minima, if the initial state is a local minimum. As a further option, choosing the amount of layers with which the individuals in the population are initialized should be provided.
