Creation of updated mets profile and adding the mets profile version 2.1.0 to the repository
The IANA media type have become a strong recommendation to use instead of the required list to use following issue #704
Requriment level changed to should to follow the cardinality and description of the requriment.
Rewording so that the requriment align with CSIPSTR2 and CSIPSTR10.
- `contents.md` (old website contents file); - `specification/appendices/appendices.md` old static appendix contents; - removed all `specification/appendices/*.md` files; - removed checked in generated `requirements.md` files; and - changed metadata path in GH Actions workflow.
- specifcation structure file `specification.yaml`; - new scripts for publisher; and - removed old scripts and collatoral.
MAINT: Synch 2.2 with main.
- added authors update to postface material; - versioned the latest PDF METS profile; - removed unused collatoral; and - updated the archive to add the 2.2 PDF.
- added project LICENSE file for CC-BY; - moved `docs/_config.yml` to `site/_config.yml`; - removed old `docs` dir and duplicate `site` material; and - cleaned up `.gitignore`.
Update with the new values for the published specifications.
