Remove config/analytics_pii.yml file

Context

With the latest update to PII obfuscation happening within BigQuery itself, we no longer need to use this file.

Now that ITT Mentors is enabled for hidden PII there is one small clean-up activity we would request you do.

This will prevent anyone from inadvertently pseudonymizing data and streaming it to BigQuery in future.

1. Update dfe-analytics gem to version 1.15.0 (if not already done) - this removes the option of pseudonymizing data.
2. Delete the file config/analytics_pii.yml

There is no need for a data refresh.
