The minigraph construction memory estimate is way too conservative. Ex it wants 400Gi for 6 human haplotypes. This makes sense for noisy R9 assemblies but is 4X more than needed for HPRC assemblies.
This PR cuts the memory requirement in half (almost) and adds a
--mgMemoryoverride option.
