DX: define developer environment with uv

This PR updates the pip constraint files under the .constraints/ directory and pre-commit hooks in .pre-commit-config.yaml. It was created automatically by a scheduled workflow.

• Closes Speed up Binder builds by limiting dependencies policy#64
• Closes Speed up creation of developer environment policy#333
• Closes Clean up tox configuration with base key policy#408
