Purpose of change

If you ever visited a golf course or drive-in theater, you've come across staircases with hovering roofs. That's because stairs are intended for indoor use, and in these cases, they are used outdoors.

Describe the solution

Created t_stairs_down_no_roof, and added it to drive-in theaters and golf courses.

Describe alternatives you've considered

My original plan was to get rid of the auto-roof for t_stairs_down, but that wouldn't have made it an outdoor terrain.

Testing

Visited a drive-in theater & a golf course. It was a fun day.
