Is your feature request related to a problem? Please describe.

Currently it takes the same amount of time to wield a weapon from being "worn" on a shoulder strap and from regular inventory, I tested it on rifles mostly - modded sig552 and m2010 esr - it takes 7 seconds (~736 moves), while wielding the latter from a back holster takes 235 moves.

Describe the solution you'd like

Decreasing time to wield shoulder strapped weapons while still taking into account weapon weight and volume would be realistic.

Describe alternatives you've considered

Adding negative handling modifier to the shoulder strap solves this issue, but at the same it will affect wielding from inventory, which does not make sense.
