UHF-X: Make Hakuvahti disabled in default compose.yaml

Rekry was made to depend on Hakuvahti network for integration.

This is now commented out so Rekry can be ran without Hakuvahti by default.

What was done

Added instructions to README.md and commented out Hakuvahti network by default.

How to install

• Make sure your instance is up and running on correct branch.
  • git checkout UHF-X-hakuvahti_as_optional
  • make fresh
• Run make drush-cr

How to test

• Check that make fresh works if you don't have Hakuvahti running.

Continuous documentation

• This feature has been documented/the documentation has been updated
• This change doesn't require updates to the documentation

Translations

• Translations have been added to .po -files and included in this PR
