UHF-9784: Remove ibmchatapp block (URHO) configuration from the site

What was done

• Removed configuration related to the URHO chatbot from KUVA.

How to install

• Make sure your instance is up and running on correct branch.
  • git checkout UHF-9784
• Run make drush-cim drush-cr

How to test

• Check that the URHO chatbot no longer is visible for example here: https://helfi-kuva.docker.so/fi/kulttuuri-ja-vapaa-aika/ulkoilu-puistot-ja-luontokohteet/
• Go to make sure there is no longer chat configured here on the Attachment region: https://helfi-kuva.docker.so/fi/kulttuuri-ja-vapaa-aika/admin/structure/block (The block should be removed from test, stage and prod already)
• Check that code follows our standards
