What was done

• Update the news archive library to 1.3 so that the old version is removed from cache

How to install

• Make sure your instance is up and running on latest dev branch.
  • git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-9741_update_news_archive_library
• Run make drush-cr

How to test

• Check that the news archive works correctly.
• Check that code follows our standards
