CC #7463.

This PR adds a simple color-to-alpha setting on imagery layers with a threshold.
This is useful for imagery tilesets generated from NPOT textures with a tile format that doesn't support transparency (like jpeg) and may also be useful for analytics on false-color imagery like elevation data.
