jaxb dependency in the pom

Hello,

The code in goby-distribution imports classes from jaxb-api. I believe this should appear in the pom. Up to now this was not a problem because jaxb-api was provided by htsjdk. But in a close future in might not be, as for instance the Debian-packaged htsjdk does not depend on jaxb-api anymore.

For instance we could add a dependency as shown in the enclosed patch.
