Fixes #1683 django-buckets file size/error message/static files

Bumps the version of django-buckets to 0.1.22. The updated release fixes an issue with static files in the package not installing properly. With this change, the correct error message displays for resource uploads exceeding the max size. The file size limit appears to be enforced in testing. Resolves #1683.
