Steps to reproduce the error

In a project with no parties yet, go to a location (creating one if necessary), and then go to the add relationship form.

Actual behavior

The party picker widget is shown and its empty. See screenshot below.

Expected behavior

The user should be shown the new party sub-form immediately.
