Combine add resource options

Whenever the user adds a resource, we should supply them the two tabs of adding from library or uploading a new file on the same page. The reasoning behind this is allowing the user to browse the library first potentially decreases the amount of duplicate resource files uploaded.

Right now the location detail resource tab has two buttons that lead to two different modals. Ideally the detail area would have "add resource" as a button and then the modal popup with the two options.
