[Enhancement] Prefill the resource name field with the filename

I would imagine that in the majority of instances, users would want the name of their resource to be similar, if not the same, as the resource filename. In that case, it might make things easier for the user if the resource upload form prefills the name field with the uploaded filename sans extension and with underscores converted to spaces.
