Description

As a follow-up of #141 and #155 we would like to use the templates in a submission

A possible solution would be making use of the submission wizard start screen to provide means for a user to select from templates in order to start a submission.

At the same time on the home page when listing the submission there could be a button for each template Start submission based on this

In a submission a template can be used multiple times and will not be disregarded as drafts once editing finished.

DoD (Definition of Done)

We are able to use the drafts in a submission.

Unit test and Integ tests

With this issue i think we can remove this page and the Create Submission button can go directly to the starting point of the wizard to create a new folder.

When creating a new folder we will be able to select from existing draft template and re-use in the submission.
