feat: Support tuple unpacking with multiple unpacks #470

This was already implemented, but blocked by a bug in hugr (CQCL/hugr#1191).

drive-by: Added a test case for #416, the last missing case for tuple unpacking

I suggest setting the test up so that it will fail when the feature is implemented. Feel free to disagree.

Sure. It would fail currently due to the mismatched number of rewrites, but either this or just skipping the test is reasonable.

Looks like should_panic won't work without rewriting the test :/
