This is coming from the requirement to integrate with Harvard's MST for NERC VLANs.

All NERC VLANs need to be put in MST 0

All other VLANS should be put in MST X, where X is not 0. It might make sense to make an MST per entity (OCT, NERC, MOC, FABRIC).

Ideally this can also be defined using ansible-switches and not manually
