This pull request adds a github workflow to run our unit tests, and
enhances the existing pre-commit workflow to include Python linting and
formatting.

Documentation on running the tests, linters, etc is now included in
CONTRIBUTING.md.

This commits adds a github workflow to run units tests on commit. It includes a
dependabot configuration [1] to keep the workflow actions up-to-date, and
it adds coverage reporting to our test runs.

Add ruff [1] precommit tasks to provide linting (`ruff check`) and
formatting (`ruff format`). This helps avoid common errors and provides us
with a consistent coding style and cleaner diffs.

Correct all the errors reported by `ruff check`.
This commit contains only changes caused by running `ruff format` on the
repository.
Rename README.tests.md to CONTRIBUTING.md and add information about
running tests and pre-commit checks.
