Updating GHO/USDC/USDT A to 1000

[Zen-Maxi]

Per request of Aave Liquidity committee the pool's amplification parameter will be slowly ramped up to improve capital efficiency. After the prior step to A-750, the next point is A=1000 which this transaction will encompass. End goal, being higher but performance will be observed before future increases are implemented.
