Building a release build of Azure Cosmos DB Data Migration tool via the "Build desktop binaries" GitHub action fail to load. Failing to run Azure Cosmos DB Data Migration tool.

Repo:

1. Build Azure Cosmos DB Data Migration tool using the "Build desktop binaries" GitHub action.
2. Download and install the windows-package build
3. From a command line run the Azure Cosmos DB Data Migration tool

#138 introduced a new version dependency on Microsoft.Extensions.Logging.Abstractions, Version=8.0.0.0. The project previously referenced Version=6.0.0.0.
