[1/2] Switch to official prod version #396

In this PR:

  1. We switch to official 1es pt.
  2. Add an explicit build step required by official pt for Roslyn analysis.
  3. Create a packaged directory to keep consistency in uploading artifacts with signing and packaging (and also to satisfy 1es requirement of uploading artifacts only as folders and not files (like .zip, .tar)).
