Added a new MDFC policy definition and assignment to allow users to pass MDFC for server and APIs with plan as needed. Support plan values for MDFC for server are P1 or P2 and APIs are P1, P2, P3, P4, P5. Issue '#1176, and #1167
This PR adds the ability to create MDFC for server with specific plan.
