Previously the hub DNS deployment was happening at the same time as remote access deployment. This would create a conflict since the hub DNS deployment would update the VNET the remote access VMs were trying to use for their NICs. Adding a dependency on the remote access deployment for the hub DNS deployment has resolved the issue.
