Description

As mentioned in #136, to support other types of CI technology, this change updates the automation scripts in /build (specifically those to get .tfvars files, an MLZ config file, and to login to az cli) to pass arguments instead of relying on keyvault values mapped to the environment and updates the sample workflow with these new arguments.
